Two way you can do this !!!

1) Configure PPP on your T1 and enable " ppp quality " command to determine
on what error rate you need to shut the line .
2) Configure GLBP instead of HSRP and load balance between the two links .

Pls. note : You use use either one of these or combination of both to
achieve your goals .
