HSRP is layer 2 redundancy technic,BGP running on TCP 179
and BGP need established with peers, then even your topology
can working, your ISP router only establish BGP session to your R1 or R2
,can not establish to R1 and R2 at same time,
when your R1 or R2 crashed, your BGP session will be released,
then try to established BGP session with another R1/R2.
