I haven't read ahead yet, so if I'm being redundant with my answer, just
ignore me. :)
"no export" implies that it will not be exported to someone outside of your
local trust zone. Normally we think of this as our own AS, which makes
sense. But this community will also include any confederation peers
(sharing some existence anyway), and tells the peers don't give it to anyone
WE don't trust.
"local as" will not even go to a confederation peer.
