The answer, as usual, is it depends upon what you're trying to accomplish.
When you configure DE's, it only locally significant. In you're example,
you specified tcp port 80 traffic. That could be either traffic to or from
a web server. Now, marking traffic with DE only can be done on outbound
traffic. So, if you want to make traffic to AND from a web server, you
would need to apply DE to both routers.

Im messing around with frame-relay de-lists.
Let's say I have 2 routers connected through frame-relay.
If I want to permit tcp 80 traffic to be tagged to be discarded, if
congestion occurs. I want to do De-lists.
R1---(my oh so nice frame cloud)----R2
Question: Do I have to apply the de-list on one end of a router or on both
routers to make this work?
BTW: How can I react on solutions. I posted previously questions, and scott
answered, but for some reason Im messing up reply's HUH... yeah!!
