#1 applies to all DLCI's on the interface. #2 can override #1 if
configured on a specific DLCI.
This is useful if you have, say, 30 DLCI's on an interface you could
specify 128000 for the CIR on all but a few. Then configure map-
classes for the few that are 56000 and apply per DLCI for those.
If there's only one DLCI, there is no advantage one way or another.
