Make sure you read all of the replies to that post on the forum.
Frame Relay end-to-end keepaliaves can not be used to bring down the
physical interface.
Also here is part of an e-mail I sent to this list in the past
regarding this topic:
The physical interface with Frame Relay will be up/up as long as it is
receiving LMI from the Frame Relay switch and will not switch to the
down state based on DLCI status or even with the use of Frame Relay
end-to-end keepalives. The logic is if you brought the physical
interface down when a DLCI became inactive or keepalives were missed,
how would the router ever be able to know when the DLCI becomes active
again or keepalives are starting to be received?

In one of the IE workbook Q&A based web forums, i saw that Physical
Interface can be used for
"backup interface", if used "frame-relay class checkkeepalives" on
interface.
Any experiences on this ?
I know, backup interface command is cannot determine Interface down,
because multiple other VCs might be up.
But what happens if we use "map-class checkkeepalives" using
"frame-relay end-to-end keepalives" & apply that class to physical
interface......Is it possible to bringdown the interface & then
effectively bringup backup interface ?
