You can do a ppp multilink links minimum links that will bring up both
links regardless of bandwidth on them.

I have a lab scenario that includes multilink running with pap. The
scenario
requires that the 2 B-channels look like a single link. Questions - Is
there
a way to make both channels dial immediately based on the presence of any
traffic....setting the load threshold to the lowest value, does not seem to
do
it in pap. Thoughts?
