This should work for your scenario. However, with the interface backup
command....I believe that backup will only work with when there is a link
failure. If you have a DLCI drop, I don't believe that this will be detected.
You may want to use ip ospf demand, or, dialer watch to detect the routes. Do
you have a debug on what is happening at the point of the backup trying to
startup?
