You pretty much always have to set a Bc value for frame but my
preference is to stay away from Be unless the question specifically has
an excess burst requirement.

Don't worry about it, the only time I believe it is used is on a router
acting as a frame relay switch, which we won't have to face.

For this specific question, FRTS needs the frame-relay traffic shape
interface command to engage the F/R QoS engine and enables per DLCI
characteristics to be defined. GTS will not be DLCI specific.
