Need help with an IDS blocking config

If anybody has access to an IDS sensor, a couple of routers, a workstation
with IDS Event Viewer, and if you have the extra time, could you give the
config in this link a try and let me know your results.

I get it all configured, the IDS sensor logs into the router, but never
applies the access list and the state on the IDS sensor sits at inactive.

Any help would be much appreciated.
