As per the decision making process,by default, assuming you are
recieving the prefix via...BGP peerings on two different routers,the
router with the highest router-id will be preferred path to recieve
the prefix.

In case you are multihoming with the two ISPs on the same router and
you have set a higher weight for one ISP,it will be preferred,you
could also influence the incoming traffic by setting a higher local
preference for the preferred path.
