If they are not willing to do any thing, you can do a simple static route to
hunt between these two links to be able to push (Upload) up to 4 Mb. On the
receive it is all on your ISP hand.

The other end is my local internet service provider and i cant do any thing
in his network ...and they are using HDLC default no ppp .
All the implementation and changes in my end only.
