I presume you are referring to the line

InARP frequency: 15 minutes(s)

In the show vc output to indicate inARP is not turned off. This is
actually a misleading display. If you turn on debug atm arp you will see
inarp generated when there is no static mapping, and they will stop when
the static mapping is configured. There was a conversation on this alias
a couple of weeks ago on this.
