FRF.12 Fragment supported with CB policy?

Hi,
Is FRF.12 LFI supported by CB policy?
From DQOS P368:
 " neither CB shaping nor GTS support FRF.12 fragmentation on Frame Relay, subinterfaces, and neither can be enabled per-VC on multipoint Frame Relay subinterfaces."
From the link of DOC-CD, it is a example for CB shaping and fragment. I 'm confused.
