If I am correctly interpreting your question, you are asking if R5 is not
allowed to initiate call then y we need to specefically have callin keyword
when everything will be called in. Right? I guess you are right and we can
have pap authentication either ways or through callin. It does not matter
becasue R5 will never call out. I think author might just wanted you to know
that option and configure it.
