Brian,
If you are running OSPF over the Frame Relay network you can set
the OSPF network type to point-to-multipoint and watch the /32 generated
by the remote router. You'll see this as a requirement in one of the
labs and demonstrated in the Class on Demand.

i do believe that watching the loopback is the most reliable way but i

between them down", what will be your target to watch ?
