ospf load balance

Hi Group
 
I have got 2 router
                       ethernet
R1 ------------R7 --------- R8 ----- r10 ----- area0
                     ---------serail
   area 0 area 20
 
I am trying to load balance between R7 and R8 they are using ospf point-to-point line between ethernet and serial. I have configured cost same on both interface
 
But they are not load balancing any idea.
