John, this probably isn't your problem, and you probably already know all
this... but what the hey... just in case.

The 2500's need to reload because the flash is in read-only mode. The 2500
is a run-from-flash (RFF) router.

I personally always preferred booting the 2500 into MiniIOS mode
(config-register 0x2101 and reload), since the flash is then in a
read-write mode. The router at this point is not a router, but an IP host.
You'll either need to have the TFTP server on the same subnet as the 2500
(my preference), or add "ip default-gateway" to point towards the TFTP server.

Theoretically, the router should be safe to do this operation, but if the
router can't find the TFTP server after a reload, then it fails the
operation. I had this actually work for me once. ONCE! It failed miserably
every time and that one time I was chewing fingernails!

Maybe that helps. Maybe not. If not, sorry to waste everyone's time... get
