I think the key of configure the loopbacks as part of the OSPF process
deals with the fact that if there were other routers down that interface
(if it wasn't a loopback :>)) that interface would participate in
exchanging LSAs with other routers in that OSPF process. Where as if
you just redistributed the loopback into OSPF it will be advertised to
other routers but is not participating in the LSA exchange OSPF process.
