The MPD is the denominator. The numberator is always 1. If you set
the MPD to 10, the result is 1/10 or 10% of the traffic will be WRED dropped
when the max threshold is reached. Traffic starts getting dropped at the
MIN threshold and linearly increases as the queue size reaches the MAX
threshold. When the MAX threshold is reached, traffic is WRED dropped up to
the MPD percentage set.
