Stub Multicast again!

Hi,
  Can anyone shine me a light? When we configure "ip pim neighbor-filter" on
stub multicast, is it suppose to be on stub site or it doesn't matter? For
some reason, when I put it on stub router, I can ping to multicast group
behind the stub router. Once I move it to the central site, I am not able to
ping it.
  I will get back to check on my lab again but if I can get the explanation,
it would be appreciated.
