As far as I've understood MQC is a layer 3/ layer 4 QoS mechanism. Cos is
layer 2 and would normally be set using another method like mls qos cos 2
set on the port.

Flannagan book's shows set IP prec and set ip dscp. (I am wondering if this
is an indication that set CoS is not supported, although IOS takes the
command.
