George,
Check out the following document:
http://www.cisco.com/en/US/products/ps6350/products_configuration_guide_
chapter09186a008042fbd9.html
Look for the section about preemption and priority.

Subject: VRRP problem
Dear group,
i have a problem with vrrp.
I have two routers with the following configuration
Router A
interface fastethernet0/0
ip address 10.10.32.1 255.255.255.0
vrrp 1 ip 10.10.32.1
Router B
interface fastethernet0/0
ip address 10.10.32.2 255.255.255.0
vrrp 1 ip 10.10.32.1
Router A is the master; when i shut its fastethernet Router B becomes
master but when router A recovers, Router B remains master.
I expect instead that router A gets master again.
Can you help me with this problem?
Thanks in advance
