Yes, you are supposed to use that command. Otherwise, the router will
either be processing or ignoring IGMP.

a config for stub routing which includes:
ip pim neighbor-filter
but
they did not use the
ip igmp helper-address
on the router that was forbidden to be a pim neibhgor.... you are supposed
to issue that commmand, no?
