Both are functional.

Ppp multilink load-threshold will REQUIRE that a ppp multilink bundle be
established.

Dialer load-threshold on the other hand can work WITH or WITHOUT ppp
multilink.

If your lab just says give it two lines, pick your poison. If it tells you
someplace that you MUST use multilink or only do two lines IF running
multilink, I would opt for the ppp multilink load-threshold command to be
sure.
