My second ques is very well clear.. and with Shun reply the first part has clicked... When we specify string "CISCOTRAP" after "trap" in command *snmp-server host 136.7.2.100 traps CISCOTRAP" then it does not mean that string is sb-command after trap. It just mean that we can specify the string at another position in command.

I think fundamentally both "snmp-server host 136.7.2.100 traps CISCOTRAP & snmp-server host 136.7.2.100 CISCOTRAP" are same. The first one specifically tells the router to send only trap messages and not the informs messages. The second one instructs IOS to use the default method which is programmed in the IOS, Unfortunately, in this case snmp-server host 136.7.2.100 CISCOTRAP also, the default is send only traps and not informs...
2.The reason why use "snmp-server enable" needs to be specified is to enable the respective notification in the router globally rather than a specified host level only.. Specifing only the host level may not generate the trap or informs messages(notifications) if it is known to the "snmp-server enable" command
