The problem got resolved just now after I rebooted R3 and ran tclsh script on
routers. May be some order of operation problem.
Ques asked that R3 which is connected to BB3 should recieved clock from BB3
(204.12.5.254) and R6 should recieve clock from BB1 (54.5.1.254). In case R3
looses conection to BB3, it should get clock from R6.
In my case R3 was not getting clock from BB3 (204.12.5.254) since starting and
master got configured as R6 (150.5.6.6) as desired.

Rack5R3#sh ntp asso det
150.5.6.6 configured, our_master, sane, valid, stratum 5
-
204.12.5.254 configured, insane, invalid, stratum 16

After tis also I was not getting same time on R3 and R6, but now I am getting
the same.

The configs on both sides are:
Rack5R3#sh run | in ntp

ntp authenticate
ntp trusted-key 1
ntp clock-period 17179882
ntp peer 150.5.6.6

it appears that you are transmitting the clock information from R3 (rather
than to it). Do you have the ntp server command set up on R6, and, the ntp

  Clock on R6 shows 10:00:30.140 UTC Sun Jun 12 2005 but its not getting
  updated on R3. Can you pls help with this debug output and explain what
