This is correct. You are redirecting the traffic coming from the client to
the Cache Engine.
Scenario 2:
host1---------------e0/0--R1--s0/0------------------WebCacheServer
int s0/0
ip wccp web-cache redirects out
You would use the 'ip wccp web-cache redirects out' on the interface that
you use to connect to the web server (usually the internet connection). Eg.
If you had a 3rd interface in the router let's say s0/1 - that's your
connection to the Internet - that's where you would apply this command.

would the config be
