you can use traffic generator with random bursts more then interface bandwidth , and transmit such traffic via priority queue. So in normal queue you'll get random traffic drops in normal queue.

another way to get random drops - you can mkae it with RED, if you configure low average queue depth threshold with low exponential weighting factor.
