buffers command (error)

All,

I am working a lab and when I enter the following
command I get the following output.

R2(config)#buffers serial 0/0 initial 100
%Serial0/0 is a static pool and cannot be tuned
R2(config)#

The software image I am running is:
c2600-j1s3-mz.123-12a.bin

Can someone please explain what this is?
