Hey Steve,
Since reading your response below, I came upon a Mobile IP problem in the
new IE Vol 2 labs - in lab 8.
From this lab, I see that a specific ip address can be designated the HA
address with the command,
ip mobile home-agent address x.x.x.x
Not earth-shattering, I know, but just a little extra tidbit of info.

Once you enter the "ip mobile home-agent" command, any IP/interface on
the router can be used as the HA address. The MNs have the HA address
configured manually, in the case of a mobile router "home-agent x.x.x.x"
It is best to use a loopback interface for the HA address so it doesn't
go down.
