How to test the refuse message

On the router, I configure the refuse message below

R1:
line vty 0 4
 refuse-message ^C
this is a refuse message
^C
 transport input all

When all lines are in use, I got the following message:

r2#150.50.34.125
Trying 150.50.34.125 ...
% Connection refused by remote host

How can I get the expected "refuse message" configured on the router?
