My assumptions: (please verify with available documents)
I have seen couple of examples, (lab 9 IE & below url)

At an instant point of time, only one key can be sent., but can accept
multiple keys. So Sending demarcation timing should be as specified
in question.

The moment you stop sending the old key , you should send new key.
Accepting-time you can play around according to questions.
