In the lab, if no additional info is given in the lab booklet itself or from
the proctor (always good to ask for clarification), then the short answer is
probably yes to be sure of getting those points.

Another thing you can do, during the lab, to double check what port numbers
are used with which transport layer is use the show ip nbar port-map command
to see a list of these things.

Just remember, if you add entries in your acl for both udp and tcp versions
of a protocol and you only one of them, you won't lose any points. But, on
the other hand, if you needed the udp version but only configured the tcp
version, you lose all points for that section.

Looking at the iana port assignment list I see both
tcp and udp port assignments for protocols like echo
and tftp.

Why the TCP entries. Thought these protocols just
used udp. Do we need to block both TCP and UDP to
filter these?
