If the original path/routes come back, then the need to dial has gone away,
hasn't it? Try using "debug dialer" and looking at the thinking of the
router. It makes logical sense then!

links (ISDN/Serial) goes down or spoofed state.

Only when all the watched routes disappear, dialer watch will get activated
to place a call.
