Personally, I don't think it is memory issue.
From CCO:
Some PIX 515/515E systems may not meet the minimum requirements, and the
purchase and installation of a 64MB RAM upgrade (Restricted license) or a
128MB RAM upgrade (Failover and Unrestricted licenses) may be necessary. For
details refer to the Release Notes in the PIX 7.0 Documentation.
I checked the max memory the 520 supports and it is 128MB. I think the main
reason it does not support v7 is because people can build the 520 PIX
themselves.

I doubt it. I tried to upgrade the flash on a 510 one time with the 16MB
card and it just crapped out saying the 510 wasn't supported by that card.
There must be something built-in that does version checking.

I was very much disappointed when found out PIX520 is excluded from 7.0 code
compatibility because of memory requirements. Does code check for model
number during boot? If I add more memory to box, can it run 7.0 code?
