Why sometimes IOS is so crazy is a mistery for me. :)

I started today's lab testing Barrerj idea of shutting down vlan 1.

I shutdown int vlan 1 and it worked with native vlan 4.
Then, I typed no shutdown, changed to default native vlan 1. All works
fine. Then I changed again to native vlan 4 and it is working just fine.

Rack2CAT1(config-if)#int vlan 1
Rack2CAT1(config-if)#no sh
Rack2CAT1(config-if)#int fa 0/4
Rack2CAT1(config-if)# sw tr native vlan 4

Rack2R4(config-subif)#int e 0/0.4
Rack2R4(config-subif)#encapsulation dot1Q 4 na
Rack2R4(config-subif)#do pin 142.20.44.7
Type escape sequence to abort.
Sending 5, 100-byte ICMP Echos to 142.20.44.7, timeout is 2 seconds:

I had a similar problem.

Shutdown VLAN 1 on your on your switch and it should come up.

interface FastEthernet0/4

Not sure if the host name corresponds to the router ? Looks like you were
working on router 4(Rack2R4) vs router 1(as shown on your
diagram)
