This is from the Command Reference
The snmp-server enable traps snmp [ linkup] [linkdown] form of this command
globally enables or disables SNMP linkUp and linkDown traps. After enabling
either of these traps globally, you can disable these traps on specific
interfaces using the no snmp trap link-status command in interface
configuration mode. Note that on the interface level, linkUp and linkDown
traps are enabled by default. This means that you do not have to enable
these notifications on a per-interface basis. However, linkUp and linkDown
notifications will not be sent unless you enable them globally using the
snmp-server enable traps snmp command.
========================================================================
Based on my read of this, these are my conclusions:
1. snmp link up/down notification are ONLY sent if the snmp keyword is used
on either the enable traps or snmp host command.
2. If enabled as described above, then link up/down notifications are sent,
by default, for all interfaces but can be disabled on a per-interface basis.
Anyone disagree with this interpretation?
Tim

Hi Gladston,
I can confirm, after testing on my routers, that in such a configuration the
link-up-down notification is not sent

Hi Sean,
Not to mention that you can enable all traps globally and filter by server:
snmp-server enable traps
snmp-server host 142.20.28.150 traps COMMUNITY-STRING bgp
snmp-server host 142.20.28.150 traps COMMUNITY-STRING config
I am wondering if it filter link-up-down in this case.
Good point Simon, thanks.
