Per Cisco DQoS book :
On receving BECN/Foresight shaper slows down by 25% of Max rate and continues to slow down per Tc until MinCIR. If 16 consecutive intervals are passed w/o BECN it grows by 1/16 of max-rate during each Tc till it reaches Maximum rate
