I tried it again and this time it worked using physical interfaces.

Must have been pilot error or some router anomaly.

I was just configuring manual tunnels to carry ipv6 traffic. When I used
physical interfaces for the source and destination tunnel endpoints, it
didn't work.
 
When I changed the tunnel endpoints to Loopbacks, it worked.
 
Here's the working config for one side of the tunnel:
 
interface Tunnel14
 no ip address
 ipv6 address FEC0:0:0:14::7/64
 ipv6 rip LAB1 enable
 tunnel source Loopback0
 tunnel destination 150.7.1.1
 tunnel mode ipv6ip
 
Shouldn't the tunnel work either way?
