Rate limiting wouldn't, because it'll send it if it conforms, and not if
it exceeds. Neither would add delay. Queuing or shaping ICMP to a
lower priority could though. Sounds like an odd path might be being
taken though. Comparing a traceroute using a 'udp' OS versus an 'icmp'
OS might tell you.
