Ok I have labbed this up using older equipment
I believe there is a little misunderstanding (well ok maybe I misunderstood !)
idle timeout - checks if the route exists
delay disconnect = (older watch-disable) - delays the secondary going down should the main route come back.
order of events:

so when the pri route comes back, the idle timeout detects it
and then the delay disconnect waits before bringing down the isdn.
so if you have
idle-timeout 30
and delay disconnect 90
when the route comes back the line will stay up somewhere between 90 and 120 seconds
depending on when the idle-timeout detects the presence primary route !
bascially you need to rethink the way idle-timeout works.
Loc - if you use watch-disable you can test it (but you are right and the doc-link is correct)

So I think the " dialer idle-timeout " will not disconnect your ISDN in this case. I can not test it at that time ( have a 12.2 on 2503 ) since the " dialer watch-list disconnect " is not available .
May be someone can run & validate with debug ppp packet.
