Can't get the WIC-1B-U to work with an ISDN Simulator (Astricom

I'm having difficulties trying to get my ISDN Simulator to work with a WIC-1B-U. The simulator is an Astricom B-LinkU and one WIC-1B-U is in a 2610 and the other in a 3640. Both routers are on the Enterprise Basic version of 12.2.(15)T. A show ver on both routers should the cards as good and lets me configure them in the IOS.
 
The problem lies at layer 1. It should only require a straight through cable to connect but am getting no link light. The WIC-1B-U does not require an external NT1, only the ST version of the card. When I connect to the simulator I get nothing.
 
The simulator works fine as I get link connectivity when I plug it in to 2503 and get layer 1 connectivity.
 
Any help or pointers would be greatly appreciated.
