unfortunately not enough memory for 12.2T so I am running:
IOS (tm) 2500 Software (C2500-IK8OS-L), Version 12.2(27), RELEASE SOFTWARE (fc3)

This is the config that is not working:
ip pim send-rp-announce Loopback0 scope 16 group-list 13
access-list 13 deny 239.0.0.0 0.255.255.255
access-list 13 permit 224.0.0.0 15.255.255.255
