Queue-Limit and Frame-Relay hold-q

I have Frame Relay PVC that uses a service-policy inside a map class. I want
to adjust the queue depth so that I can queue more packets before dropping.
How do the to commands frame-relay holdq within the map class and queue-limit
withing the policy map affect the queues?

I can verify that the queue depth changes to the specified value when using
the queue-limit command but not the frame-relay holdq command.
