MQC Based Policing - Affects Local Router Generated traffic or

On IE lab 1 sample they have qos section that talks about limiting ICMP
outbound through a given fastethernet interface the config is like this

Class-map match-all ICMP

  Match protocol icmp

Policy-map ICMP

  Class ICMP

     Policy 8000 bc 1000

Ip cef

Interface fast0/0

  Service-policy output ICMP

Question is when I ping from the router that this policy is applied and
knowing that the traffic is passing through this fast0/0 interface , I
see no hits on the policy-map ? But when I go to another router and
ping , so traffic has to go through this routers interface with the
policy-map applied it matches ??
