Scheduling vty priority on high utilization routers

Hi , in large enterprise environments or over utilized routers, that
commonly run at a constant 70 percent utilization is there a way to
prioritize cpu/memory cycles for vty access or console access. So that
when remoting into a router your remote session has a guaranteed cpu
resource ? I have reviewed scheduler allocate but don't see that
providing this prioritization.
