BGP filtering

hi there.

I would like to how can i stop two routers from forming a BGP
relation. For eg: I configured R1 and R2 to form a BGP relation and
then i configured an ACL to deny tcp 179 on R1 inbound. But after a
clear ip bgp *, R1 & R2 still formed a BGP relation.

R1

---

int e0/0 ip add 1.1.1.1 255.255.255.255 ip access-group 100 in

router bgp 1 neighbor 2.2.2.2 remote-as 1

ip access-list ext 100 deny tcp any any eq 179

R2 ---

int e0/0 ip add 2.2.2.2 255.255.255.255

router bgp 1 neighbor 1.1.1.1 remote-as 1

Any help would be appreciated.
