How are you verifying this? Are you using the show policy-map
interface pos 1/0 output?
Service provider class equipment is very flakey. There's a lot of
hardware based rules. I don't know what packet over SONET interfaces you're
using....
I know that the ONLY way to mark bits using the ML-Series platform
on the ONS15454 is using police statements (even though the set commands
exist in IOS). Try using an output based policer that marks all conforming
traffic to an MPLS EXP value of 6 (WHICH I WOULD NEVER RECOMMEND FOR
ANYTHING BUT ROUTING PROTOCOLS AND ROUTING CONTROL TRAFFIC). :-)
