A spanning tree issue isn't likely to cause 1 second delays of frames.
If you're saying all the edge switches are dual homed to both 6500 core
switches, it should be easy to troubleshoot. On the cores, do a 'sh
spantree stat x/y' if CatOS, or 'sh span active detail' if IOS, and look
for the lines mentioning recent changes. If it's from a couple days
ago, then STP probably isn't your issue. What are the source and
destination of these ping (I assume) tests? If possible, enable Rapid
spanning tree, and leave all other spanning tree parameters alone,
except for priority if load balancing per vlan. Check out:

about what you're talking about with the DHCP. Are you saying you want
more than 1 pool on a VLAN (using a secondary address on the VLAN int),
or do you mean having a backup DHCP server for those VLANs, which you
can do with non-overlapping pools and increase ping-test time on the
backup server. HTH.

What makes you suspect that the latency is due to spaning-tree?
Did you bring a new switch into the network? Did you make any changes to
spanning-tree configuration?
If you have a spanning-tree issue, you can look at commands like show
spanning-tree to help determine the problem.
